Election Watch - All IPPR observers report generally smooth start to voting in Windhoek, although some polling stations did not open until 07h30. We are a small team and have so far covered Women's Centre, Tobias Hainyeko; A Shipena School, Soweto; Habitat Centre, Soweto; Council of Churches in Namibia, Soweto; Suiderhof School, Windhoek East, Windhoek Pre-Primary, Windhoek West; Khomasdal Community Hall, Khomasdal North and Trade Centre (mobile), Windhoek East. Some polling stations do not have a computer to access electronic voters roll; others have not been able to use their computers because of problems with the password. Long queues outside most polling stations (at least a hundred people) and the process is quite slow as there are identification checks, two ballots papers to be issued, and the difference between ordinary and tendered ballot papers to negotiate.
